DECENTRALIZATION - YAOUNDE HOSTS AFRICA

From 28 to 30 May, Cameroon will be hosting two major conferences focused on decentralization issues in Africa. These are the All Africa Ministerial Conference on Decentralization and Local Development (AMCOD), and the Ministerial Conference on Leadership Capacity Building for Decentralized Governance and Poverty Alleviation in Africa.

The conferences will take place at the Yaounde Conference Centre and relevant preparations have been going on smoothly within an inter-ministerial committee chaired by the Minister of State, Minister of Territorial Administration and Decentralization.

Below, we publish the provisional programme for the two conferences in advance, subject to any modifications.

CONSTITUTIONAL AMENDMENT

THE MINISTER OF STATE, MINISTER OF TERRITORIAL ADMINISTRATION AND DECENTRALIZATION THROWS LIGHT OF THE ISSUE

Mr. Marafa Hamidou Yaya was one of the guests on the CRTV television programme ‘PRESIDENCE ACTU’ on Monday 22 April 2008. The boss of the Ministry of Territorial Administration and Decentralization gave clear answers to questions from the presenter, Michel Ndjock Abanda. The interview was on how the National Assembly examined amended and adopted Bill No. 819/PJL/AN to amend and supplement some provisions of Law No. 96/006 of January 1998 on the amendment of the Constitution of 2 June 1972.

DECENTRALIZATION

A GUIDE FOR MAYORS AND MUNICIPAL COUNCILLORS

As part of the implementation of the decentralization process, the Ministry of Territorial Administration and Decentralization, in collaboration with French Cooperation and FEICOM, has just published the ‘Guide for Mayors and Municipal Councillors’. This document, in English and French, is freely distributed.

This Guide for Mayors and Municipal Councillors is first of its kind. In nine chapters captioned with a word by the Minister of State, Minister of Territorial Administration and Decentralization, and a general introduction, this guide examines the major components of council management.
